Cikalpedia.id – Sepertinya ada yang keliru dalam cara berpikir sebagian wakil rakyat kita di Kuningan. Saat publik ribut soal angka tunjangan fantastis yang mereka terima, responnya bukannya segera berbenah, melainkan menunggu ajakan dari pemerintah daerah untuk “duduk bareng evaluasi”.
Ada satu hal yang menarik sekaligus menggelikan di Kabupaten Kuningan. Para anggota DPRD kita tampaknya baru ingat kata “evaluasi tunjangan” setelah publik ribut dan media sosial ramai membicarakan angka-angka fantastis yang mereka kantongi setiap bulan.
Pertanyaannya sederhana, kalau masyarakat tidak ribut, apakah mereka akan tetap tenang duduk di kursi empuk sambil menikmati tunjangan perumahan Rp22–25 juta, tunjangan transportasi Rp14,7–20,5 juta, belanja penunjang operasional Rp4,2–8,4 juta, dan tunjangan komunikasi intensif Rp10,5 juta? Oh, jangan lupa masih ada tunjangan reses Rp10,5 juta setiap kali kegiatan reses digelar.
Mari kita hitung ringan-ringan, seorang anggota dewan Kuningan bisa mengantongi lebih dari Rp47 juta per bulan, wakil ketua Rp57,5 juta, dan ketua DPRD Rp65 juta. Fantastis? Ya, fantastis sekali, apalagi jika dibandingkan dengan warga Kuningan yang masih bergelut dengan harga kebutuhan pokok yang naik turun, UMK yang jauh di bawah angka tunjangan perumahan dewan, serta jalan-jalan berlubang yang belum tentu segera diperbaiki.
Tapi apa jawaban wakil rakyat ketika publik mengkritisi hal ini? Bukan refleksi diri, bukan inisiatif untuk langsung memangkas tunjangan, melainkan menunggu ajakan “duduk bersama evaluasi”. Seolah-olah evaluasi tunjangan bukan kewajiban moral, tapi agenda rapat resmi yang harus ada undangannya.
Padahal, kalau empati benar-benar masih hidup di hati para anggota dewan, mereka mestinya tidak perlu menunggu. Begitu tahu masyarakat tersakiti oleh angka tunjangan, mereka bisa langsung menggelar rapat internal.
“Saudara-saudara, mari kita kurangi tunjangan ini, kita kembalikan sebagian ke APBD, agar bisa dipakai untuk rakyat.”
Tunjangan perumahan belasan hingga puluhan juta, tunjangan transportasi yang bisa bikin masyarakat geleng kepala, dan berlapis-lapis fasilitas lain, semuanya masih dianggap “wajar” karena ada payung hukum. Ah, hukum memang bisa jadi selimut tebal yang nyaman, tapi apakah nurani juga ikut tertutup?
Yang lebih menyedihkan, kesadaran untuk mengevaluasi hanya muncul ketika masyarakat ramai-ramai protes. Jadi, tanpa sorotan publik, kemungkinan besar tak akan ada niat evaluasi sama sekali. Padahal, wakil rakyat seharusnya peka sebelum rakyat menjerit.
Wakil rakyat yang sesungguhnya tidak menunggu diingatkan. Mereka otomatis tahu kapan harus mengurangi demi kepentingan bersama. Tapi jika empati baru muncul setelah ribut di luar sana, lalu di meja rapat hanya sebatas “mari kita pertimbangkan”, apa bedanya dengan sekadar formalitas menjaga citra?
Sayangnya, yang terjadi justru sebaliknya: diam seribu bahasa hingga sorotan membesar. Empati mereka tampaknya tidak datang dari hati, tetapi dari rasa takut kehilangan citra di mata publik.
Ironisnya lagi, semua fasilitas ini selalu dibungkus dengan dalih “ada dasar hukumnya”. Benar, memang ada PP Nomor 18 Tahun 2017, memang ada SK Bupati Nomor 900/KPTS.413-/2025, memang semua itu legal. Tapi apakah legal selalu identik dengan moral? Apakah rakyat memilih dewan hanya untuk mendengar kalimat “Kami berhak, karena ada aturannya”?
