KUNINGAN – Fraksi Partai Golkar DPRD Kabupaten Kuningan memberikan apresiasi terhadap langkah Pemerintah Daerah dalam menyusun Rancangan Pembangunan Jangka Menengah Daerah (RPJMD) 2025–2029. Dokumen yang dinilai disusun secara sistematis dan komprehensif ini dianggap sebagai fondasi arah pembangunan lima tahun ke depan, sekaligus sebagai instrumen strategis untuk mendorong kemajuan daerah secara terukur dan berkelanjutan.
Dalam rapat paripurna penyampaian pandangan umum fraksi, juru bicara Fraksi Golkar, Raka Maulana Wijaya, menegaskan bahwa RPJMD bukan sekadar dokumen administratif, melainkan “pedoman hidup pembangunan” Kabupaten Kuningan.
“RPJMD ini harus realistis, berbasis data, dan berpihak pada kepentingan masyarakat. Orientasinya jelas: kesejahteraan dan kemajuan bersama,” ujar Raka.
Golkar juga menyampaikan 14 catatan strategis sebagai masukan sekaligus harapan terhadap optimalisasi implementasi RPJMD yang sedang dibahas dalam bentuk Raperda.
Tujuh Sorotan Utama Fraksi Golkar
1. Cegah Ketimpangan Perencanaan dan Eksekusi
Fraksi Golkar mengkritisi ketidaksesuaian yang kerap terjadi antara perencanaan dan implementasi pembangunan. Menurut Raka, hambatan seperti keterbatasan anggaran, lemahnya koordinasi antar-OPD, dan kualitas SDM yang belum merata sering menjadi penghambat.
“RPJMD harus disusun dengan pendekatan yang cermat, terarah, dan terukur,” tegasnya.
2. SDM adalah Kunci
Pembangunan SDM dianggap sebagai prioritas utama. Golkar mendorong pemerataan akses pendidikan, pelatihan vokasi, peningkatan kapasitas ASN, serta beasiswa afirmatif bagi generasi muda Kuningan.
“Tanpa SDM unggul, mustahil potensi daerah bisa dioptimalkan,” kata Raka.
3. Fokus pada Sektor Unggulan Berkelanjutan
Investasi harus diarahkan pada sektor-sektor berbasis potensi lokal seperti pertanian, pariwisata, dan industri olahan. Namun, pendekatan pembangunan harus tetap memperhatikan daya dukung lingkungan dan nilai kearifan lokal.
