KUNINGAN – Pemerintah Kabupaten Kuningan tengah menjalankan strategi penataan sekaligus pemberdayaan pedagang kaki lima (PKL) yang tersebar di tiga titik Pusat Pedagang Kaki Lima (Puspa). Skema ini tak sekadar soal estetika kota, melainkan bagian dari amanat regulasi nasional sekaligus upaya konkret menghidupkan ekonomi rakyat kecil.
“Kami paham suasana kebatinan para pedagang. Dari 357 PKL yang sudah disahkan melalui SK Bupati, semuanya merupakan bagian dari keluarga besar Pemda. Aspirasi mereka akan terus kami serap,” ungkap Kepala BPKAD Kuningan, Deden Kurniawan Sopandi, usai menerima aksi dari PMII dan para PKL. Rabu (2/7/2025)
Kebijakan penataan ini mencakup sejumlah langkah afirmatif. Pertama, Pemda memberikan insentif bulanan Rp100 ribu kepada setiap PKL, dan baru berjalan Januari – Maret yang sudah diberikan.
“Nilainya memang belum ideal, tetapi ini bentuk keberpihakan Pak Bupati. Doakan saja ke depan APBD kita semakin sehat, insentifnya bisa bertambah,” ujar Deden
Kedua, Pemkab telah membentuk tiga koperasi PKL, masing-masing di Puspa Siliwangi, Langlang Buana, dan Taman Kota. Koperasi ini menjadi jembatan penting bagi program lanjutan, belanja makan dan minum dinas pemerintah diarahkan kepada para PKL lewat sistem e-katalog lokal.
“Ini bukan sekedar kebijakan populis. Kami ingin warung-warung rakyat punya akses langsung ke belanja pemerintah. Jadi nanti, kalau ada rapat di dinas dan butuh konsumsi Rp100 juta setahun, minimal Rp20 juta-nya bisa diarahkan ke PKL,” jelasnya.
Agar bisa masuk ke dalam sistem belanja pemerintah, Pemda kini membantu PKL melengkapi kelengkapan administrasi seperti nota dan kuitansi, yang selama ini jadi hambatan. “Kami siapkan admin di koperasi. Dinas tinggal pesan, nanti koperasi yang urus distribusi dan pelaporan,” ujarnya.
