Cikalpedia.id – Pemotongan Tambahan Penghasilan Pegawai (TPP) bagi Aparatur Sipil Negara (ASN) kembali menjadi isu yang sensitif di sejumlah daerah. Di tengah tantangan fiskal, langkah ini kerap dianggap sebagai solusi instan untuk menyeimbangkan anggaran. Namun, benarkah memangkas hak ASN adalah satu-satunya jalan?, Saya percaya, jawaban bijaknya tentu tidak.
Ketika kita berbicara tentang TPP, kita sedang menyentuh aspek kesejahteraan dan semangat kerja ribuan aparatur negara yang setiap hari melayani masyarakat. Pemotongan sepihak, apalagi tanpa komunikasi yang transparan, bukan hanya menurunkan motivasi, tapi juga menyisakan luka psikologis dalam hubungan antara ASN dan pemerintah daerahnya.
Padahal, jika mau jujur dan terbuka, masih ada banyak alternatif kebijakan yang lebih manusiawi, yang bisa ditempuh tanpa harus mengorbankan ASN sebagai tumpuan terakhir.
Alih-alih memotong, skema penundaan TPP bisa jadi pilihan yang lebih adil. ASN tetap menerima haknya secara penuh, hanya saja pencairannya diatur ulang, misalnya dibayar sebagian di akhir tahun anggaran. Cara ini memberi ruang fiskal tanpa menimbulkan kegaduhan atau rasa tidak dihargai.
Jika alasan pemotongan adalah efisiensi atau ketidaksesuaian beban kerja, maka solusinya bukan memangkas secara seragam. Evaluasi kinerja berbasis SKP justru bisa mendorong kualitas kerja yang lebih baik. ASN yang berkinerja baik berhak dihargai lebih, bukan disamakan.
Sebelum menyasar belanja pegawai, mari kita jujur: berapa banyak anggaran yang habis untuk rapat seremonial, perjalanan dinas, atau pengadaan yang bisa ditunda? Rasionalisasi belanja non-prioritas bisa menghemat miliaran rupiah. Tapi itu memang butuh keberanian politik, bukan sekadar kalkulasi akuntansi.
ASN yang tiap hari menjemput tugas, dari apel pagi sampai absen pulang, tiba-tiba harus legowo gajinya dipangkas. Alasannya demi menyelamatkan keuangan daerah yang “kritis”.
Tapi, yang membuat miris: di tengah situasi darurat keuangan itu, anggaran pokok-pokok pikiran (pokir) anggota DPRD tetap aman sentosa. Tidak ada pemotongan. Tidak ada penundaan. Tidak ada solidaritas.
Kita sering dengar jargon “berbagi beban”, tapi entah kenapa beban itu selalu jatuh ke pundak ASN. Yang memotong bukan hanya TPP, tapi juga harapan dan martabat. Yang dipertahankan justru proyek-proyek aspirasi yang kadang tidak aspiratif asal ada nama “usulan dewan”.
Di atas kertas, semua bicara efisiensi. Tapi coba tengok lapangan, apakah masih ada kegiatan-kegiatan yang bisa ditiadakan?
