KUNINGAN – Fraksi PDI Perjuangan DPRD Kabupaten Kuningan menyampaikan pandangan umum atas Laporan Pertanggungjawaban (LPJ) APBD 2024 dalam nada reflektif sekaligus menggugah kesadaran etis para pemangku kekuasaan. Dalam pengantarnya, fraksi ini menegaskan bahwa laporan keuangan daerah tidak boleh dipandang sebatas kewajiban administratif, melainkan harus dimaknai sebagai tanggung jawab moral-politik kepada masyarakat.
“Etik dan moral kita sebagai wakil rakyat harus berangkat dari kesadaran bahwa anggaran adalah darah pemerintahan. Ia mesti mengalir sehat, tidak bocor, tidak tersendat, dan tepat sasaran,” ujar juru bicara Fraksi PDI Perjuangan, Rana Suparman dalam sidang paripurna DPRD, baru-baru ini.
Pandangan tersebut menjadi kritik awal terhadap tata kelola anggaran daerah yang selama ini dinilai belum sepenuhnya menjawab kebutuhan rakyat. Fraksi banteng menyoal sejumlah pertanyaan mendasar: Mengapa isu-isu seperti kemiskinan, kesehatan, pengangguran, dan ketimpangan sosial selalu muncul setiap tahun meski anggaran terus digelontorkan?
“Apakah kita benar-benar sudah menjadi solusi? Atau justru kehilangan cara-cara solutif karena terlalu larut dalam kebudayaan modernitas yang materialistik dan kapitalistik?” kata Rana.
Kritik tersebut lantas mengarah pada sebuah tawaran ideologis dan kebudayaan, menghidupkan kembali “langit kebudayaan” Kuningan, yakni cara hidup yang berakar pada nilai iman, gotong royong, dan kearifan lokal.
Fraksi PDI Perjuangan menengarai bahwa krisis multidimensi yang dihadapi bangsa mulai dari kerusakan alam, kemiskinan ekstrem, hingga kepemimpinan yang kehilangan arah merupakan akibat dari lunturya horizon budaya ketakwaan. Sebagai alternatif, fraksi ini mengajak seluruh struktur pemerintahan untuk kembali menapak pada nilai-nilai spiritual dan budaya lokal.
“Dari akar-akar kebudayaan lokal di Kuningan, sejak era Karatuan Demunawan abad ke-8 hingga sebelum kolonialisme Eropa, terbukti masyarakat bisa hidup dengan harmoni antara alam dan sesama,” ujarnya.
