KUNINGAN – Pemerintah Kabupaten Kuningan mulai menggali kembali potensi aset daerah yang selama ini terabaikan. Salah satu temuan menarik adalah bando reklame “tak bertuan” di kawasan Cigembang, Jalan Siliwangi, yang kini tengah dalam proses penilaian resmi oleh tim Kantor Pelayanan Kekayaan Negara dan Lelang (KPKNL) Cirebon.
Langkah ini dipimpin langsung oleh Kepala Badan Pengelolaan Pendapatan Daerah (Bappenda) Kuningan, Guruh Irawan Zulkarnaen, sebagai bagian dari strategi optimalisasi Pendapatan Asli Daerah (PAD) sekaligus mendukung program 100 hari kerja Bupati dan Wakil Bupati Kuningan.
“Hari ini kami bersama KPKNL meninjau bando reklame yang sudah lama tidak bertuan. Kami menilai aset ini punya potensi besar jika dikelola dengan baik,” kata Guruh saat ditemui di lokasi, Jumat (7/3/2025).
Guruh menjelaskan bahwa bando tersebut merupakan salah satu dari sejumlah aset yang tidak memiliki kejelasan kepemilikan sejak tahun 2011. Setelah dilakukan pengumuman terbuka dan tidak ada pihak yang mengklaim, maka Pemkab Kuningan mengambil langkah tegas untuk mengakuisisinya sebagai aset milik daerah.
“Kami sudah umumkan di media massa. Tidak ada yang mengklaim. Artinya ini sah untuk diambil alih oleh pemerintah,” tegasnya.
Guruh memaparkan bahwa setelah aset tersebut diakuisisi, Pemda akan menyewakannya kepada pihak ketiga, baik dari kalangan swasta maupun publik. Skemanya adalah kemitraan pemerintah-swasta (public private partnership), dan hasilnya cukup menjanjikan.
“Dari satu aset seperti bando ini saja, kita bisa dapat dua sumber pendapatan: retribusi sewa dan pajak iklan. Artinya, PAD kita bisa dapat pemasukan ganda secara rutin,” ujar Guruh.
Tidak hanya itu, Bappenda Kuningan juga akan melacak aset-aset lainnya yang tersebar di berbagai wilayah, termasuk aset fisik seperti lahan, bangunan, dan properti reklame lain yang selama ini luput dari pencatatan resmi.
