Besarnya angka tunjangan ini membuat masyarakat mempertanyakan urgensi dan kelayakan fasilitas bagi wakil rakyat. Pasalnya, dalam satu tahun, seorang anggota DPRD Jabar bisa mengantongi lebih dari Rp532 juta hanya dari tunjangan perumahan.
Meski demikian, Iswara menegaskan bahwa pemberian tunjangan ini memiliki dasar hukum jelas, yakni PP Nomor 18 Tahun 2017 yang mewajibkan anggota DPRD berkedudukan di ibu kota provinsi. Karena DPRD Jabar tidak memiliki rumah dinas di Bandung, maka tunjangan perumahan diberikan sebagai pengganti.
Namun, ia juga mengakui bahwa semua anggaran DPRD, termasuk tunjangan, sepenuhnya bergantung pada evaluasi Kemendagri.
“Kalau tidak disetujui, anggaran bisa dicoret atau dikurangi. Jadi semua tetap ada mekanisme pengawasan dari pemerintah pusat,” tegasnya.
Langkah DPRD Jabar yang membuka ruang evaluasi ini dinilai sebagai sinyal positif di tengah keresahan publik soal belanja daerah. Masyarakat kini menunggu apakah evaluasi tersebut akan benar-benar menurunkan angka fantastis tunjangan perumahan wakil rakyat, atau hanya sebatas formalitas. (Beng).
