KUNINGAN — Suasana halaman kantor Setda Kuningan, Senin (25/8/2025) terasa khidmat. Di hadapan jajaran pejabat eselon dan tamu undangan, Bupati Kuningan Dian Rachmat Yanuar berdiri, mengambil sumpah jabatan bagi seorang pejabat penting yang akan mengatur denyut nadi birokrasi daerah. Nama Wahyu Hidayah, seorang birokrat berpengalaman kelahiran Brebes, resmi ditunjuk sebagai Penjabat Sekretaris Daerah (Pj Sekda), menggantikan Beni Prihayatno yang masa jabatannya telah usai dan tidak bisa diperpanjang lagi.
Sekilas, prosesi pelantikan ini terlihat seperti seremoni biasa. Namun di baliknya, terbentang sejumlah pekerjaan rumah besar yang segera menanti Wahyu. Bupati Dian bahkan secara gamblang menyebut ada empat agenda prioritas yang harus segera dituntaskan oleh sang Pj Sekda. “Tugas Pak Wahyu berat. Ada persoalan keuangan, SDM, sampah, hingga infrastruktur yang harus segera dihadapi,” kata Dian.
Tantangan pertama yang langsung disorot Bupati adalah persoalan pengelolaan keuangan daerah. Selama beberapa tahun terakhir, Kuningan dihantui masalah tunda bayar. Kondisi ini membuat sejumlah pihak mulai dari kontraktor proyek infrastruktur hingga penyedia jasa Kesehatan terpaksa menunggu pencairan pembayaran yang seharusnya sudah jatuh tempo.
“Sekarang progresnya sudah hampir 80 persen terselesaikan. Tapi finishingnya ini yang penting, agar tidak terjadi gagal bayar lagi,” ujar Dian, menugaskan Wahyu untuk bergabung dengan Tim Anggaran Pemerintah Daerah (TAPD).
Isu keuangan ini bukan perkara sepele. Beberapa kali, persoalan tunda bayar memunculkan keresahan. Sejumlah proyek sempat terhambat, bahkan mencoreng citra tata kelola keuangan daerah. Tantangan Wahyu adalah memastikan pola belanja daerah lebih disiplin, transparan, dan tidak meninggalkan beban baru bagi pemerintahan mendatang.
Tugas kedua menyangkut pengelolaan sumber daya manusia (SDM). Dalam pandangan Dian, birokrasi Kuningan butuh tenaga profesional yang rendah hati, bukan pejabat yang mengejar jabatan demi gengsi. “Jabatan jangan dijadikan keangkuhan hati. Itu justru jadi beban. Yang kita perlukan adalah kerendahan hati agar bisa melayani dengan baik,” ujarnya.
Isu SDM memang sudah lama menjadi sorotan. Mutasi jabatan yang kerap sarat nuansa politik, tumpang tindih tugas antar dinas, hingga rendahnya kualitas pelayanan publik, menjadi pekerjaan rumah klasik yang terus berulang. Sebagai Pj Sekda, Wahyu dituntut mampu menata ulang sistem birokrasi agar roda pemerintahan lebih efektif.
Agenda ketiga adalah soal sampah. Bupati mengakui, keterbatasan anggaran membuat penanganan sampah di Kuningan berjalan terseok-seok. Volume sampah rumah tangga terus meningkat, sementara fasilitas pengolahan terbatas. Tumpukan sampah kerap terlihat di sudut-sudut kota, memicu keluhan warga.
“Saya tetap ingin sampah dikelola dengan baik. Ini isu krusial yang tidak bisa ditunda,” kata Dian.
