KUNINGAN – Ikatan Mahasiswa Muhammadiyah (IMM) Kabupaten Kuningan resmi mengajukan banding administratif kepada Bupati Kuningan, Dian Rachmat Yanuar, terkait Surat Edaran Nomor 500.3.3.2/5/Perekonomian tentang Pelarangan Tanaman Sawit di Kabupaten Kuningan yang diterbitkan pada 1 Agustus 2025.
Banding tersebut disampaikan langsung oleh Ketua IMM Kuningan, Renis Amarulloh. Dalam keterangannya, Renis menegaskan bahwa langkah ini ditempuh sebagai tindak lanjut dari upaya keberatan administratif yang sebelumnya diajukan kepada Dinas Ketahanan Pangan dan Pertanian Kuningan.
“Pelarangan sawit di Kuningan melalui surat edaran tersebut kami nilai lahir dari proses administratif yang keliru, serta berpotensi merugikan masyarakat. Karena itu, IMM menggunakan jalur hukum melalui mekanisme banding administratif,” tegas Renis, Jum’at, (22/8).
IMM Kuningan menilai tindakan faktual pasif dari Dinas Ketahanan Pangan dan Pertanian Kuningan menjadi dasar keluarnya surat edaran tersebut, sehingga secara hukum perlu diuji ulang. Hal ini merujuk pada Pasal 76 ayat (2) UU Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan, yang menegaskan bahwa banding dapat diajukan kepada atasan pejabat terkait — dalam hal ini Bupati Kuningan sebagai atasan Kepala Dinas.
