JAKARTA – Komisi Pemilihan Umum Republik Indonesia (KPU RI) mengambil langkah maju dalam penataan sumber daya manusia (SDM) dengan meluncurkan Sistem Informasi Analisis Kompetensi Teknologi Informasi KPU, atau yang dikenal sebagai SIANTIK. Program ini didedikasikan untuk mempercepat penguatan kompetensi aparatur KPU yang kini harus bergantung pada kecepatan teknologi dalam ritme kerja pemilu.
Gagasan penting ini disosialisasikan secara hybrid pada hari Senin (20/10/2025) itu, melibatkan unsur internal KPU, akademisi, dan perwakilan komunitas masyarakat sipil digital. Menariknya, dalam kegiatan ini, Dr. H. Endun Abdul Haq, M.Pd., seorang dosen Manajemen dari Universitas Islam Al-Ihya Kuningan, tampil sebagai narasumber utama dan pusat perhatian.
Dr. Endun, yang dikenal sebagai pakar manajemen pelatihan, memaparkan materinya yang bertajuk “Model Kompetensi dan Strategi Manajemen Pendidikan & Pelatihan Berbasis Teknologi.” Dalam intisarinya, ia menekankan bahwa kompetensi digital ASN KPU tidak boleh dibangun secara parsial, melainkan harus bersifat sistematis, terukur, dan berkelanjutan.
Menurut analisis Dr. Endun, ASN KPU memiliki tantangan unik yang membedakannya dari institusi pemerintah lain. Mereka tidak hanya bergerak dalam siklus kerja yang cepat dan bergantung pada jadwal pemilu, tetapi juga beroperasi di bawah sorotan publik dan media yang intens.
“ASN KPU berhadapan langsung dengan proses politik dan demokrasi. Karena itu, integritas dan literasi digital menjadi kunci utama untuk menjaga netralitas sekaligus meningkatkan kualitas layanan publik,” ujar Dr. Endun. Pernyataan ini menggarisbawahi bahwa kemampuan teknis harus disandingkan dengan etika dan akuntabilitas digital.
Ia juga mengidentifikasi bahwa hambatan terbesar ASN terletak pada tiga aspek yaitu rendahnya literasi digital, kebiasaan kerja manual yang sudah mengakar, dan budaya birokrasi yang lambat beradaptasi terhadap percepatan teknologi. Bagi Dr. Endun, SIANTIK harus dimaknai lebih dari sekadar proyek. Ia adalah pintu masuk untuk sebuah revolusi pola pikir.
