KUNINGAN – Pemerintah Kabupaten Kuningan berpacu dengan waktu untuk menutup target penerimaan Pajak Bumi dan Bangunan (PBB) sebelum akhir tahun anggaran 2025. Data terbaru dari Badan Pengelolaan Pendapatan Daerah (Bappenda) Kabupaten Kuningan per 27 Oktober 2025 menunjukkan bahwa realisasi PBB Buku I–III baru mencapai 87,89 persen, atau sekitar 36,4 miliar dari total target 41,5 miliar.
Capaian secara keseluruhan ini sebenarnya mencerminkan tren positif. Tingkat realisasi yang hampir menyentuh angka 90 persen patut diapresiasi mengingat waktu penagihan yang tersisa kurang dari dua bulan. Namun, apresiasi tersebut terganjal oleh masalah ketimpangan yang akut antar wilayah, di mana sejumlah kecamatan mencatat kinerja sempurna, sementara dua wilayah, ironisnya, justru menjadi sorotan utama karena mencatat capaian terendah di seluruh Kabupaten Kuningan.
Tiga kecamatan di Kuningan berhasil menorehkan kinerja gemilang dengan menuntaskan kewajiban PBB hingga 100 persen, yaitu Garawangi, Pancalang, dan Cilebak. Capaian paripurna ini disusul ketat oleh Cibingbin (98,8 persen) dan Cigandamekar (98,6 persen) yang hampir mencapai target penuh.
Sebaliknya, dua kecamatan dengan tingkat realisasi terendah adalah Kuningan Kota dengan capaian hanya 58,16 persen, dan Cigugur dengan 75,75 persen. Disparitas ini menunjukkan adanya jurang pemisah yang lebar antara kepatuhan pajak di wilayah pedesaan dan tantangan kompleks yang dihadapi kawasan perkotaan.
Kepala Bidang P2 Bappenda Kuningan, Toni Purwanto, menjelaskan bahwa perbedaan mencolok ini bukan karena faktor kemauan membayar. “Kalau di desa, perangkatnya aktif menagih dan warganya cenderung patuh. Tapi di wilayah kota, tantangannya berbeda, terutama soal kepemilikan lahan dan bangunan yang kompleks,” ujar Toni saat ditemui di ruang kerjanya, Selasa (28/10/2025).
Toni mengungkapkan bahwa akar masalah di Kecamatan Kuningan Kota dan Cigugur tidak lepas dari masalah peralihan kepemilikan yang belum diperbarui dalam data pajak daerah. Banyak tanah dan bangunan yang sudah berpindah tangan, dijual, atau beralih fungsi, namun data wajib pajaknya (NOP) masih tercatat atas nama pemilik lama.
“Ketika petugas menagih, pemilik lama merasa sudah tidak punya tanggung jawab karena objeknya dijual. Sementara pemilik baru belum tercatat dalam data kami. Ini membuat proses penagihan menjadi sulit,” jelas Toni.
Selain itu, sebagian wajib pajak di wilayah kota diketahui berdomisili di luar Kuningan, menurut Toni, menambah kerumitan penagihan. Untuk mengatasi hal ini, Bappenda berupaya bekerja sama dengan pemerintah kelurahan dan desa setempat.
