KUNINGAN – Ketua Pimpinan Cabang Gerakan Pemuda Ansor Kabupaten Kuningan, M. Muhaimin alias Cak Imin, menilai keputusan Bupati Kuningan mengulang seleksi terbuka (selter) jabatan Sekretaris Daerah adalah langkah berani, legal, dan strategis bagi kepentingan daerah.
“Sekda itu jantung birokrasi. Wajar kalau Bupati ingin memastikan yang duduk di sana punya visi sama, paham arah, dan siap menggerakkan perangkat daerah melayani rakyat,” ujar Cak Imin, jumat (15/8/2025).
Ia menyoroti proses selter sebelumnya pada masa Penjabat Bupati pertengahan 2024 yang dinilainya tergesa-gesa. Pengumuman tiga besar calon Sekda dimajukan hanya beberapa jam sebelum pelantikan Bupati definitif. “Tentu Bupati sekarang punya hak memulai proses baru yang lebih sehat,” katanya.
Menurutnya, dasar hukum keputusan itu jelas, UU Nomor 20 Tahun 2023 tentang ASN, PP Nomor 11 Tahun 2017 jo. PP Nomor 17 Tahun 2020 tentang Manajemen PNS, serta Permen PANRB Nomor 15 Tahun 2019 yang memberi ruang bagi Pejabat Pembina Kepegawaian untuk mengulang seleksi bila ada alasan sah, termasuk kebutuhan organisasi.
